§ 2. Application. This chapter shall apply to all counties, except\nthat:\n 1. It shall not apply to counties within the city of New York.\n 2. It shall not affect the form of government in operation in a county\nwhich shall have heretofore adopted or shall hereafter adopt an\nalternative form of county government pursuant to any law other than\nthis chapter, except that any such county may adopt any one of the\nalternative forms of county government provided in this chapter by the\nprocedure herein provided.\n
