N.Y. CAN Law § 130

§ 130. Special use permits. The board shall have the authority to\nissue temporary permits for carrying on activities consistent with the\npolicy and purpose of this chapter with respect to cannabis. No special\nuse permit shall extend for a period longer than ninety days and shall\nnot be renewable, except where a permit is being issued to a licensee as\ndefined in article four of this chapter. A special use permit shall be\nissued pursuant to an abbreviated application process. The special use\npermit holder shall have ninety days in which to become fully licensed\nby satisfying all of the remaining conditions for licensure which were\nnot required for the issuance of the special use permit.\n The board may set reasonable fees for such permits and make rules and\nregulations to implement this section.\n 1. Industrial cannabis permit - to purchase cannabis from one of the\nentities licensed by the board for use in the manufacture and sale of\nany of the following, when such cannabis is not otherwise suitable for\nconsumption purposes, namely: (a) apparel, energy, paper, and tools; (b)\nscientific, chemical, mechanical and industrial products; or (c) any\nother industrial use as determined by the board in regulation.\n 2. Trucking permit - to allow for the trucking or transportation of\ncannabis products, or medical cannabis by a person other than a\nregistered organization or licensee under this chapter.\n 3. Warehouse permit - to allow for the storage of cannabis, cannabis\nproducts, or medical cannabis at a location not otherwise registered or\nlicensed by the office.\n 4. Packaging permit - to authorize a licensed cannabis distributor to\nsort, package, label and bundle cannabis products from one or more\nregistered organizations or licensed processors, on the premises of the\nlicensed cannabis distributor or at a warehouse for which a permit has\nbeen issued under this section.\n
