§ 570.04 Definitions.\n As used in this article, the following terms have the following\nmeanings:\n 1. "Governor" includes any person performing the functions of\ngovernor by authority of the law of this state.\n 2. "Executive authority" includes the governor, and any person\nperforming the functions of governor in a state other than this state.\n 3. "State," when referring to a state other than this state, includes\nany other state or territory, organized or unorganized, of the United\nStates of America.\n
