§ 21-0313. Budget.\n 1. The commission shall submit annually, in accordance with the laws\nand practice of this state to the Governor, for study and consideration\nby him, an estimate of moneys required to administer, manage and support\nthe commission. Such estimate shall include any request for\nappropriation of funds by New York state and shall be accompanied by a\ntabulation of similar requests which the commission expects to make to\neach other member state and the formula or factors upon which such\nrespective requests are based.\n 2. The Commissioner of Environmental Conservation shall be afforded an\nopportunity to comment on any budget request by the commission, and the\ncommission shall be furnished with a copy of any such comments.\n
