N.Y. ENV Law § 49-0113

* § 49-0113. Thirty by thirty conservation goal.\n 1. It shall be the goal of the state to support and contribute to\nnational efforts to conserve at least thirty percent of United States\nlands and inland waters and at least thirty percent of United States\nocean areas by the year two thousand thirty.\n 2. The department in consultation with the commissioner of the office\nof parks, recreation and historic preservation, shall develop strategies\nand a methodology to achieve the goal, including but not limited to:\n (a) coordination with the state land acquisition plan;\n (b) prioritizing protections for water sources and sole source\naquifers, including wetlands protections;\n (c) protections and restoration projects for preserving and increasing\nbiodiversity, including habitat restoration, with a focus on habitats of\nendangered and threatened species including resilient and connected\nlands and corridors providing means for wildlife migration and\nhabitation;\n (d) expanding access to nature and nature's benefits and equitable\noutdoor access in communities in every region;\n (e) consideration of a broad range of landscapes including urban,\nsuburban and rural natural areas, wetlands, forests, and watersheds;\n (f) consideration of the state's economic sustainability, including\npreservation of food security and consultation with the department of\nagriculture and markets on issues related to farmland preservation of\nworking lands;\n (g) increasing climate resilience, including reducing risk from\nextreme weather events including cooling urban landscapes and natural\nsolutions to prevent erosion and flooding;\n (h) collaboration with federal and state research institutions to\nutilize innovative scientific observation technology to better\nunderstand the state's conservation needs and biodiversity and threats\nthereto;\n (i) implementing actions in a manner that includes consideration of\nthe urgency of meeting the goal while still preserving public input and\ninvolvement;\n (j) collaboration with tribal partners to incorporate tribal expertise\nand traditional ecological knowledge to better understand the state's\nconservation needs and biodiversity and threats thereto; and\n (k) participating in regional, national, and international efforts to\nadvance biodiversity protection, including preventing extinctions.\n 3. Conservation measures shall be undertaken in ways that serve all\ncommunities, including low-income, disadvantaged and vulnerable\ncommunities, including by ensuring meaningful opportunities for public\ninput and involvement.\n 4. The department shall post the draft strategies and methodology\ndeveloped to meet the goal no later than July first, two thousand\ntwenty-four and hold at least one public hearing thereon. The department\nshall post the final goal strategies and methodology on its website.\n 5. The department shall maintain and, at least annually, update its\nwebsite to provide information with regard to the implementation and\nstatus of the goal.\n * NB Repealed January 1, 2031\n
