§ 7-0105. Personnel.\n 1. The council shall appoint an executive director and shall assign to\nsuch director such powers, functions and duties as it shall deem\nappropriate to fulfill the purposes of this article.\n 2. The council shall have the power to employ and compensate, within\nappropriations available therefor, such other personnel as it shall\ndetermine necessary to carry out its duties under this article.\n
