§ 974. Special coordinating functions of the council. 1. The council\nshall have the responsibility to:\n a. encourage the efficient and effective use of the entire range of\nworkforce preparation programs in operation in the state by (i) emphasis\nof this objective as it carries out its responsibilities for the\ndevelopment of the governor's coordination and the special services\nplan, the review of service delivery area plans, and the establishment\nof coordination criteria; (ii) serving as a focal point for state\nefforts to overcome coordination obstacles and to settle interagency\ndisagreements that harm or interfere with a comprehensive approach;\n(iii) fostering the development of information sharing, communication\namong interested parties, and effective means for the measurement and\npublicizing of coordination performance.\n b. review and comment on the coordination mechanisms presented in\nservice delivery area plans and in the administrative arrangements\nemployed by state and local agencies administering workforce preparation\nprogram;\n c. identify barriers to coordination and work to overcome them by such\nmeans as recommending coordinative measures to service delivery areas,\nthe governor and, when appropriate, the legislature;\n d. identify exemplary coordination practices and successful program\nmodels among the service delivery areas and encourage the use of those\nin other service delivery areas.\n 2. On or before March first, nineteen hundred eighty-four, the\ncommittee shall report to the governor and the legislature on the\noperation of workforce preparation programs funded under the act. Such\nreport shall include, but not be limited to, the following:\n a. an analysis of opportunities for improving the effectiveness of\nworkforce preparation programs in the state;\n b. an analysis of the performance of workforce preparation programs in\nthe state including comparisons of the effectiveness and efficiency of\nprograms of various types, programs in the various service delivery\nareas in the state and comparisons of the effectivness and efficiency of\nNew York state programs with those of other states;\n c. an analysis of administrative arrangements and coordinative\nmechanisms currently being utilized in the management of workforce\npreparation programs in New York state and recommendations for enhancing\nlinkages among business, labor, educational institutions, social\nservices agencies and other service providers;\n d. recommendations for statutory or regulatory changes necessary for\nachieving a coordinated and consolidated statewide vocational,\noccupational and job skills training program;\n e. recommendations for changes in the program performance standards\nused in evaluating programs funded under the act and suggested\nperformance standards for other workforce preparation program components\nincluding methodologies for dealing with difficulties such as the higher\ncosts of serving clients with special placement problems and the\ndifferent economic conditions in the various regions of the state;\n f. recommendations for better utilization of educational resources in\nthe workforce preparation field with specific attention to eliminating\nduplicative efforts and coordinating programming efforts between boards\nof cooperative educational services and community colleges;\n g. an evaluation of the labor market information system including an\nassessment of the effectiveness of the state occupational information\ncoordinating committee and the possibility of alternative means of\ngathering and disseminating labor market information; and\n h. a discussion of opportunities for improving the labor exchange\nmechanisms, including the job service, that are used in workforce\npreparation programs.\n
