§ 57. Article limited. 1. This article shall not apply to any of the\nfollowing cities: New York, Binghamton, Schenectady, Elmira, Hornell,\nOlean, Poughkeepsie and Cortland.\n 2. This article, with the exception of section fifty-six-a thereof,\nshall not apply to the city of Glens Falls, the city of Middletown and\nthe city of Beacon.\n
