§ 100-a. Declaration of policy. It is hereby declared to be the\npolicy of this state that this article shall be construed in the\nnegotiation of contracts for public works and public purchases to which\npolitical subdivisions or and district therein is a party so as to\nassure the prudent and economical use of public moneys for the benefit\nof all the inhabitants of the state and to facilitate the acquisition of\nfacilities and commodities of maximum quality at the lowest possible\ncost.\n
