§ 23. Construction of article. This article is to be construed\nliberally to secure the beneficial interests and purposes thereof. A\nsubstantial compliance with its several provisions shall be sufficient\nfor the validity of a lien and to give jurisdiction to the courts to\nenforce the same.\n
