§ 19.11 Organization and administration of the office of alcoholism and\n substance abuse services and its facilities.\n (a) The commissioner shall have the professional jurisdiction,\nsupervision, and control of the office and all department facilities\nwhich provide alcoholism services.\n (b) The commissioner shall control the organization of the office and\nmay continue, establish, discontinue, expand, and contract facilities\nunder his or her jurisdiction. Units and facilities shall have such\nfunctions, duties, and responsibilities as may be assigned to them by\nthe commissioner.\n (c) The commissioner may, within amounts appropriated therefor, lease\nspace of facilities in which services for alcoholism treatment programs\nare provided. This authority may be delegated to the facilities\ndevelopment corporation.\n
