§ 143. State marine facilities. The commissioner is hereby authorized,\nwithin amounts appropriated therefor as allocated by the director of the\nbudget, to construct, reconstruct, improve, operate and maintain state\nmarine facilities, including state marine facilities incidental to a\nharbor of refuge.\n
