* § 2051. Legislative findings. It is hereby found, determined and\ndeclared that the construction and operation of a sports center at a\nsuitable location within the county of Broome, to be determined by the\nlocal legislative body of Broome county, which sports center shall\nprovide adequate facilities for such amateur, professional and\nscholastic sports events as the authority shall deem advisable; for the\nconduct of meetings, exhibitions and other events of civic, community\nand general public interest essential to the health, welfare and\nprosperity of the people of the county of Broome; that the erection and\nmaintenance of a sports center is essential to maintain the competitive\nposition of the county of Broome in the field of sports and exhibition\nin relation to other counties within the state of New York and other\nmunicipalities outside the state of New York; that the location of such\na sports center within the county of Broome, to be determined by the\nlocal legislative body of such county and the creation and maintenance\nof adequate traffic, parking, transportation and other facilities\nincidental and useful in the operation of a sports center is part of an\noverall community rehabilitation and improvement project and are in all\nrespects beneficial to the people of the state of New York, and more\nparticularly for the people of the county of Broome, for the improvement\nof their health, welfare, recreation and prosperity, for the promotion\nof competitive sports for youth and the prevention of juvenile\ndelinquency; and that such purposes are public purposes which cannot be\nadequately attained except by the exercise of the powers of government,\nand that the authority is and will be performing an essential\ngovernmental function in the exercise of the powers conferred upon it by\nthis title.\n * NB Authority dissolved September 1, 1977\n
