§ 589. Construction. This title shall not be considered as a new act,\nbut a restatement, clarification, amendment and continuation of title\nfour as heretofore amended; nor shall this title affect or impair any\nright presently existing, including by way of specification but not of\nlimitation, the rights of the county in and to the properties,\nfranchises, and rights of the authority.\n
