§ 23. Completion of existing contracts. All contracts for the\nerection of new buildings for the state or any of its institutions or\nfor additions, alterations or improvements to existing buildings of the\nstate and for all work and materials in connection therewith shall be\ncontinued in force and carried to completion by the office of general\nservices.\n
