§ 39. Projects financed solely by authorities. An authority may\nundertake projects with funds obtained solely from sale of its bonds to\npersons, firms or corporations other than governments, provided that the\nmunicipality approves such projects in the manner provided for approval\nof projects involving municipal aid.\n
