§ 1109. Administration and management. The compact committee shall:\n a. annually elect, from its members, a chair, vice-chair and\nsecretary/treasurer;\n b. adopt (and amend or rescind) by-laws for the conduct of its\nbusiness, publish them in a convenient form, and file a copy of them\n(including any amendments) with the secretary of state, or its\nequivalent, of each party state; and\n c. delegate day-to-day management and administration of its duties, as\nneeded, to an executive director and support staff, who shall all be\nconsidered governmental employees.\n
