§ 14. The title to any real estate, or interest therein acquired for\nport facilities and to any improvements which may be made thereon,\nsituate in any municipality which has paid for the same, shall remain in\nsuch municipality; but such property shall be maintained and operated\nsubject to the rules and the control of the port commission, and shall\nbe used for port purposes.\n
