§ 1170. Statement of legislative findings and purposes. The\nlegislature hereby finds and declares that it is in the best interest of\nthe state to authorize participation in programs created by the federal\ngovernment pursuant to the national affordable housing act of 1990 and\nthat it is the purpose of this article to coordinate activities aided\nunder existing municipal, state and federal housing programs with other\npublic and private actions in order to address the lack of adequate\naffordable housing in New York state.\n
