§ 207. Railroads in parks in New York city, by whom constructed.\nWhenever any railroads shall be constructed in the city of New York,\nunder the provisions of the preceding six sections, such railroads shall\nbe constructed by the department of public parks of said city with the\nconcurrence of the sinking fund commissioners of said city.\n
