§ 806. Exclusion. a. A person who was not a member of a public\nretirement system as of March thirty-first, nineteen hundred\nninety-three shall be ineligible for the benefits provided by sections\neight hundred one and eight hundred three of this article.\n b. This article shall have no application to a retiree or former\nretiree from a public retirement system.\n
