§ 21. Time of taking effect; reservation of power to amend. 1. This\nstatute shall take effect July first, nineteen hundred sixty-five.\n 2. This statute is hereby enacted subject to the reservation that it\nor any part thereof shall be subject to amendment or revision prior to\nits effective date notwithstanding the fact that such amendment or\nrevision repeals, diminishes, impairs or suspends a power granted herein\nto one or more local governments.\n
