§ 250. Opinions, determinations, decisions and judgments. All\nopinions, determinations, decisions and judgments hitherto rendered in a\ncourt of competent jurisdiction in an action or proceeding in which the\npublic service commission or department of public service was a party\nshall continue to be binding and effective with respect to the matters\ntherein determined with the same force and effect as if the department\nof transportation or commissioner of transportation were a party\ntherein.\n
