§ 1664. Application of article. This article shall not apply with\nrespect to state highways maintained by the state which are controlled\naccess highways, nor to highways under the jurisdiction of the New York\nstate thruway authority, the office of parks and recreation, a county\npark commission, a parkway authority, a bridge authority, or a bridge\nand tunnel authority.\n
