Promulgation of rules

In the case of an electric utility, other than a self-regulated
cooperative, the Commission shall promulgate rules to implement the
provisions of the Electric Usage Data Protection Act. In the case
of a self-regulated cooperative, the board of trustees shall have
the authority to promulgate rules or procedures to implement the
provisions of the act.
