No rate-regulated retail electric supplier, as defined in

Section 158.22 of Title 17 of the Oklahoma Statutes, shall offer

ratepayer-funded incentives, rebates, or inducements to its

customers to promote the switching of fuel sources from natural gas

to electricity.
