No transient merchant shall transact business in any county in
this state unless such merchant and the owners of any goods, wares,
or merchandise to be offered for sale or sold, if such goods, wares,
or merchandise are not owned by the merchant, shall have secured a
license and have otherwise complied with the requirements of the
Transient Merchant Licensing Act.
