The board of directors of the district shall elect from its
members a president, a vice-president and a secretary. The county
treasurer of the county in which the district is located shall serve
as treasurer, but shall not be a member of the board. The term and
duties of the president, vice-president and secretary shall be fixed
in the bylaws. The officers and members of the board shall serve
without compensation.
