The Council, with at least five members concurring, shall submit

recommended rules to the Board concerning the listing and

characterization of hazardous waste, the construction and operation

of hazardous waste facilities, specific disposal practices for

specified wastes, the transportation and storage of hazardous waste,

and the recycling, storage and transportation of recyclable

materials. The Council shall consult with and advise the Department

on matters relating to hazardous waste management.
