Supplementary agreements - Legislative appropriation

Any supplementary agreement entered into pursuant to Article VII

of Compact and requiring the expenditure of funds or the assumption

of an obligation to expend funds shall not become effective as to

this state prior to the making of an appropriation therefor by the

Legislature. Provided, that with respect to the payment of this

state's share of the budget of expenditures for the maintenance of

the Commission as provided in Article V of the Compact, the Governor

may, in the absence of a specific legislative appropriation for such

purpose, use appropriations as are made available to him for

emergency and contingency expenditures.
