The state, or federal government, county, city or municipal
corporation utilizing assistance applicants or recipients for work
and labor shall furnish, where necessary, transportation, protective
clothing and necessary tools and equipment for individuals
performing such work or labor and shall take such measures as are
necessary to insure that adequate supervision is provided on all
such programs.
