Except as specifically provided herein, this act shall not
alter, amend, repeal, modify or affect the laws of this state which
pertain to the powers, privileges, immunities, duties and
liabilities of authorities, agencies, instrumentalities or other
such divisions or departments of state and local governments, or to
improvement districts or to private persons.
