Creation - Composition - Expenditure of moneys

There is hereby created in the State Treasury a fund to be

known as the "Anti-Recession Fiscal Assistance Fund." Said fund

shall consist of all monies received by the state from entitlements

under Title II of the Public Works Employment Act of 1976 (Public

Law 94-369), including interest earned thereon as hereinafter

provided. No money on deposit with the State Treasurer to the

credit of the Anti-Recession Fiscal Assistance Fund shall be

expended except pursuant to legislative direction or appropriation.
