A. In all instances in which the Office of Management and
Enterprise Services changes a policy affecting a state agency, the
Office of Management and Enterprise Services shall provide the
affected agency with written notice no fewer than thirty (30) days
in advance of the policy's implementation.
B. During the period after an affected agency has been
notified, and prior to the implementation of the policy, the
affected agency shall be permitted to respond to the Office of
Management and Enterprise Services and request to be exempted from
the policy change, or request modifications to the policy. The
affected agency shall be given a final notice in written format
explaining any changes to a policy prior to its implementation.
C. The provisions of this act shall not apply to any policy
changes made necessary by federal law or policy, or any other policy
changes deemed an emergency by the Office of Management and
Enterprise Services.
