Conclusive determination that applicable laws have been

complied with.

The determination of the governing body that the provisions and

limitations contained in the General Obligation Public Securities

Refunding Act and in any other applicable law and imposed upon the

issuance of any bonds pursuant to the provisions of the General

Obligation Public Securities Refunding Act have been met shall be

conclusive in the absence of fraud or arbitrary and gross abuse of

discretion.
