The Department of Public Safety is hereby granted authority and

jurisdiction to administer and enforce all provisions of the

Oklahoma Boating Safety Regulation Act, Section 4201 et seq. of this

title, and the Oklahoma Vessel and Motor Registration Act, Section

4002 et seq. of this title. The Department is authorized to

promulgate and enforce all necessary rules pursuant to Article 1 of

the Administrative Procedures Act, Section 250 et seq. of Title 75

of the Oklahoma Statutes, and shall prescribe all forms it deems

necessary to implement the provisions of the Oklahoma Boating Safety

Regulation Act.
