Submission of plans, proposals and recommendations to

Legislature - Contents.
On or before January 1, 1996, the Authority shall submit plans,
recommendations and proposals to the Governor and the Legislature
regarding state-purchased and state subsidized health care. Said
plans, proposals and recommendations shall include, but not be
limited to:
1. A plan for local and regional health planning for health
care delivery;
2. A proposal for the containment of health care costs;
3. In collaboration with the Oklahoma State Regents, a proposal
for enhancing the number of primary care physicians and physician
extenders graduating from schools in Oklahoma and remaining to
practice within the state. The plan shall include recommendations
for improving access to basic health care through more effective
utilization of allied health care professionals and appropriate
geographic distribution of physicians and other health care
professionals;
4. A plan for facilitating the use of practice parameters based
upon outcomes research;
5. A proposal for the utilization of Resource Based-Relative
Value System for use as a rate schedule by third-party payors and
health care providers; and
6. A plan to reduce liability exposure and expense for all
health care providers.
