The Administrator shall promulgate such rules and regulations as
are necessary or proper to effectuate the purposes of this act,
except that rules and regulations relating to the disposal of
records pursuant to Section 10 of this act shall be issued jointly
by the Administrator and the Archives and Records Commission.
