The Administrator may prescribe reasonable rules and
regulations:
1. Defining fraudulent, evasive, deceptive or grossly unfair
practices in connection with multinational corporation take-over
bids, and the terms used in this act;
2. Exempting from this act multinational corporation take-over
bids not made for the purpose of, and not having the effect of,
changing or influencing the control of a target company; and
3. Covering such other matters as are necessary to give effect
to this act.
