The provisions of 73 O.S. 1961, Sections 151 through 153

inclusive, and Sections 155 through 166, inclusive, insofar as the

same are not in conflict herewith, shall apply to and govern the

proceedings under this act, and the execution of the authorization

herein contained. All mandates, authorizations and conditions

therein prescribed shall be applicable to this act. Provided,

however, that nothing herein or in such sections to the contrary

notwithstanding, the State Treasurer may not and shall not purchase

the bonds issued hereunder.
