Review of proposed projects or plans - Storage of

surplus water.
It shall be the duty of the Commission to review any proposed
project or plan whereby waters of this state are to be collected,
stored or retained for any purpose by any dam, reservoir or other
structure constructed or caused to be constructed by the United
States of America or the State of Oklahoma or any agency,
department, subdivision or instrumentality thereof. Whenever it is
determined by the Commission after such examination, review and
recommendation that there are surplus waters in excess of the
present and future needs of water users of the contributing
watershed available at the proposed dam and reservoir site for the
full and optimum development of any dam, reservoir or other storage
site or location requiring inclusion in such plan or project

provisions for development of water supplies for domestic,
municipal, agricultural, industrial and other purposes, then the
Commission shall notify the responsible agency or department of the
federal government and the agencies of the State of Oklahoma of its
conclusions and request that the design and specifications of such
project be constructed to include storage of such water for such
uses.
