The provisions of this title shall be severable, and, if any of its provisions are held to be unconstitutional, the decision
of the court may not affect the validity of the remaining provisions of this title. It is declared as a legislative intent that this title would have been adopted by the General Assembly had the unconstitutional provisions not been included within this title.
