The General Assembly finds and declares as follows:
(1) It is necessary to expand Title 13 of the Pennsylvania Consolidated Statutes to accommodate emerging technologies which affect commercial transactions.
(2) Expansion under paragraph (1) necessitates conforming amendments.
(3) Expansion under paragraph (1) requires coordinated transition into the complex statutory regulation of commercial law by the Commonwealth and other jurisdictions. Explanatory Note.
