Except as otherwise provided in this part, the department may promulgate regulations governing the procurement, management, control and disposal of any and all supplies, services and construction to be procured by Commonwealth agencies. The department shall consider and decide matters of
policy within the provisions of this part. The department may audit and monitor the implementation of its regulations and the requirements of this part.
