"Rick" Plehn is an Attorney for the Office of the Property Rights Ombudsman, within the Utah Department of Commerce. The Ombudsman's Office is a neutral, non-partisan state agency that assists property owners, local governments, and other public or private entities on matters of takings, eminent domain, and land use law. The Ombudsman's Office advises and assists to resolve disputes through education, negotiation, mediation, arbitration, or advisory opinions.. Rick is a member of the Utah Courts mediation roster and is a former litigator with experience in both the courtroom and at the mediation table. Rick received his bachelors degree from Brigham Young University - Hawaii, focusing his studies  on the topics of conflict resolution and public management. While at BYU's J. Reuben Clark Law School, Richard was an editor for the BYU Journal of Public Law, a member the school's Moot Court team, and served as the Vice President of the Alternative Dispute Resolution Society.. Rick is licensed in both State and Federal Courts in Utah.
