For the past 46 years, he has lectured extensively to professional groups in the United States, Europe and Japan, including to the Army Judge Advocate Generals School, the Naval Justice School, and AARP.  He has published numerous articles and treatises, including among others “Entity Choices and Tax Consequences,” “Medicaid Planning and the Elder Law Practice:  From Ethical Concerns to Practice Tools and Resources,” “A Few  Medicaid Planning Strategies Available,” “Medicaid and Estate Planning for the Elderly and Not So Elderly;” “Key Issues in Estate Planning and Probate,” “Some (Medicaid) Issues Involved with Transfers of Gifts of Assets,” “Advanced Estate Planning—Titling of Assets and Family Law,” “Ethical and Planner Liability Issues: Protecting Yourself from Fraudulent Transfers,” “Medicaid Estate Recovery, ““The Dos and Don’ts Before and After Medicaid Eligibility is Established:  Other Important Things to Consider,” “Ethical Issues in Estate Planning,” “(Medicaid) Liens and Estate Recovery Challenges,” “Sources of Payment for Long-Term Care,” “Understanding Transfers of Assets,” and “Medicaid, Eldercare, and Estate Planning Issues.” He is the author of a Military Law Review on “Protecting the Rights of Family Members Abroad”, is a co-author of the Oklahoma Bar Association’s Family Law Section Practice Manual and co-author of the book, Estate Planning Basics: A Crash Course in Safeguarding Your Legacy, published in 2008.  Mr. Shiles earned his B.S. degree from the University of Nevada, Las Vegas (Dean’s List), his J.D. degree (with honors) from the University of Utah, an LLM from The Judge Advocate General’s School-Army, University of Virginia, a Certificate in German from the University of Connecticut, and a Masters degree in Strategic Planning from the United States Army War College. He is a member of the Oklahoma County, Oklahoma, Nevada, and District of Columbia Bar Associations; the National Academy of Elder Law Attorneys; the Oklahoma City Tax Lawyers Group; the Planned Giving Council of Oklahoma; the Oklahoma City Estate Planning Council; and the American Bar Association; and is a Fellow of the American Academy of Estate Planning Attorneys.  He is a member of the ABA's Operation Outreach, providing assistance to military personnel, a former member of the ABA Standing Committee on Legal Assistance to Military Personnel, and a certified VA advisor on matters involving the Department of Veterans Affairs.  He is admitted to practice before the United States Supreme Court; Federal District Courts; 9th, 10th and Federal Circuit Courts of Appeal; U.S. Tax Court; U.S. Court of Appeals for the Armed Forces; U.S. Court of Federal Claims, U.S. Court of Customs and Patent Appeals, and the U.S. Court of International Trade.  He is a recipient of the IRS Certificate of Recognition, Department of Defense Distinguished Civilian Service Award and Legion of Merit, and the ABA Distinguished Service Award.  He has been listed in Who’s Who in the Leadership of the United States, Who’s Who of American Lawyers, Who’s Who of Executives and Professionals, and in the Martindale-Hubbell Registry of Preeminent Lawyers.
