Can my employer withhold a bonus because I gave notice?

My pay structure is a lower salary with bonus structure based on the amount of clients I see. I am about to turn in my notice, and my bonus for Q2 has not been paid. I was told it’s in the administrative process right now and missed today’s paycheck. In no part of the paperwork did it say one must be an employee at the time of payout. I double checked. There’s also not a set time that a bonus would be paid out outlined in the offer or handbook. Would my employer have a right to withhold the bonus for Q2 (which is already completed over a month ago) once I give notice? I am a licensed counselor. Location: Illinois
