This is regarding tenancy rights in North Carolina / early lease termination / delivery of premise Our lease in Raleigh North Carolina began on August 1. WE relocated from another state on the 13th, and arrived at the house late on the 14th. Upon entry of the home the house was left filthy from previous tenants, and lack of landlord cleaning. Dead roaches in all bedrooms / live roaches. Mold in the bathroom on window sill, and on the ceiling along with pealing / failing paint around moldy areas. Dirt and buildup on all crown molding / trim from years of neglect / cleaning from previous tenants. Human and animal hair throughout the house, and toilet left in unsanitary conditions around exterior of toilet and flooring. The windows do not properly seal / close throughout the home as they are very old windows. The ac receivers that blow forced air into the home are "ajar" and not connected to their brackets and just sitting to the side n different locations of the home. The home reeks of cigarettes and animals. The flooring is 3 layers of linoleum flooring and is peeling up across the kitchen and dining areas. Location: Concord North Carolina. I am in Cabarrus county North Carolina. I have an apartment lease that has multiple issues. I moved in June 2025 and just resigned my lease till July 2027. The most concerning one is a consistent water leak(s) from the ceiling above the upstairs A/C unit, as well as a leak from my A/C unit. I have also been experiencing lots of allergy like symptoms, it is a no smoke complex yet my downstairs neighbor smoke, and the previous tenants in my unit smoked and it took over three months to resolve and remove the cigarette smell that was causing me headaches. Most other issues have been fixed promptly, but I’ve had 15 service issues in one year and one month. However, given this most recent water leak and how the ceiling is incredibly soft and breaking apart, I’m worried about mold, considering I’ve already been getting sickness and what my options are for terminating the lease early. With out penalties. This is my first apartment and have never gone to anything like this. My lease states that if I terminate early, I have to pay the rent until someone moves into my unit. On the addendum, it lists: Unit Rent: $1,645 Services/Amenities/Internet: $243.75 Total Monthly Payment: $1,645 The numbers are clearly inconsistent because $1,645 + $243.75 does not equal $1,645. However, the document explicitly states that the Total Monthly Payment is $1,645, and that is the version I signed. The leasing agent at the time also told me in person that my rent would be $1,645 per month, which matched what I saw on the addendum. I relied on that when I agreed to renew my lease. After I renewed, management began charging me about $1,889/month, which is the unit rent plus the services fee. When I asked about it, management said the services fee is considered part of my “utilities” and therefore part of my monthly payment. Here’s why that explanation doesn’t make sense to me: I pay my electric bill separately. I also pay separate monthly water and sewer charges based on usage. The lease specifically states that utilities are not included in the monthly payment and may be billed separately. The services fee appears to be a fixed charge for amenities/internet, not utility usage. To make things more confusing, I later found another version of the lease that shows the total monthly payment as approximately $1,889, but I never signed that version.
