§ 21-1005. Report and recommendations of department.\n The department shall submit to the governor and the legislature on\nor before the first day of the January next succeeding the approval of\nthe Compact its recommendations for any legislative action deemed by the\ndepartment advisable, including amendments to the statutes of the state\nof New York as well as recommendations for rules or regulations which it\ndetermines are necessary to carry out the intent and purposes of the\nCompact. The department shall also, as it deems advisable, submit to the\ngovernor and the legislature information on the programs and activities\nof the Council as they relate to the state of New York.\n
