§ 69-i. The New York works task force. 1. There shall be a New York\nworks task force that will advise on coordinating the capital plans of\nNew York state agencies and authorities, including leveraging and\naccelerating funding streams and financing mechanisms to enhance\ninfrastructure investment throughout New York state.\n 2. The New York works task force shall:\n (a) develop a coordinated capital infrastructure plan among state\nagencies and authorities. The plan shall focus on the efficient and\naccelerated deployment of resources to meet regional and statewide\ninfrastructure needs and shall consider the extent to which the plan is\nconsistent with the regional economic development plans designated by\nthe chair of the urban development corporation;\n (b) recommend prioritization of capital infrastructure projects and\nthe allocation of capital resources;\n (c) make recommendations on facilitating the expediting of permit\napprovals, regulatory approvals, and other state actions necessary to\nadvance priority infrastructure projects;\n (d) recommend financing options for infrastructure projects including\nbut not limited to state supported debt, federal funding and other\nfinance vehicles; and\n (e) advise state agencies and authorities on the use of methods of\nprocurement and contracting.\n 3. The department of transportation shall provide a two-year capital\nplan for the years two thousand thirteen--two thousand fourteen and two\nthousand fourteen--two thousand fifteen to the New York works task force\nfor its advice and recommendations to coordinate and address regional\ntransportation needs.\n 4. The New York works task force shall produce an infrastructure\nreport including the capital plan submitted to it pursuant to\nsubdivision three of this section to the governor, temporary president\nof the senate, speaker of the assembly, minority leader of the senate\nand minority leader of the assembly annually on September first.\n
